This paper introduces the Orchestration Maturity Framework — a model that maps enterprise AI capability across five pillars (Culture & Leadership, Human Capital & Operations, Data Architecture, Systems & Infrastructure, Governance & Regulatory Compliance) and three developmental stages (Siloed → Integrated → Orchestrated). Drawing on a systematic synthesis of 21 foundational sources including surveys of nearly 10,000 organizational leaders.
